Originally Schumacher wanted Two-Face to remain alive and he didn't want Batman to kill him, no idea what changed, but I do have a feeling Batman killing Two-Face was supposed to be "in character" for this Batman, since this movie was supposed to be a sequel to Batman Returns and 89, and Batman killed his villains in both movies.
Batman, the main character, feels like a complete after thought until the middle of the movie and even then it’s not the best at incorporating him in. Honestly I don’t think Micheal Keaton is even utilized good in either movie he is in, he has potential but he plays such an empty, unmotivated, unrelatable protagonist.
