Hay served as Director of Economics, and won several awards for service to the Justice Department. Hay became a Professor of Law and a Professor of Economics at Cornell University in 1979, and was named to the Edward Cornell chair in the Law School in 1992. He became the Charles Frank Reavis Sr. Professor of Law in 2014.

In 2014 and 2015, Cornell Law School’s Gender Justice Clinic filed two petitions to the Inter-American Commission on Human Rights (IACHR) on behalf of twenty veterans who had been sexually assaulted while serving in the U.S. military—the first cases ever brought by survivors of sexual violence against the United States before an international human rights tribunal.
The Doctor of the Science of Law (J.S.D.) degree program at Cornell Law School is designed for students who hold a first degree in law as well as an LL.M. (or its equivalent) and want to pursue an academic career. While earning a J.S.D., students conduct original research into specific legal topics of individual interest.
