Before that it has belonged to nearly all major continental European powers during their heydays, including the Romans, the Franks, the Holy Roman Empire, Habsburgian Spain and Austria, Revolutionary France, and the United Kingdom of Netherlands.

This later became the Benelux Economic Union in 1958 and in 2008 the treaty between the three countries was renewed and revised under the title of the Benelux Union.
