He has a lvl 11 side quest, you will meet him then. If you did the first part, you'll meet him again later. If you did that part then he will be in kaer morhen. Thanks!
Return to Novigrad and meet Lambert at The Nowhere Inn. Lambert will tell you that Karadin is now living as a successful merchant and trader in Novigrad under an alias. Geralt and Lambert will decide to visit Karadin at his home.
Leave the Nowhere Inn, then head west and go up some stairs to reach Gildorf square. Karadin’s house is to the south, near which you’ll find Lambert. Talk to him and the two Witchers will begin to scheme, only to be interrupted in a most unexpected manner.

Oct 3, 2016 · At almost the end of this quest, I have to meet Lambert in Novigrad Although the doors are locked at the "Nowhere Inn". Any ideas why or how to get in? There are bandits in front of one of the doors of Nowhere Inn But they just don't die, you can hit them a hundred times, use magics, they just don't die, why is that?
