"There" does not mean "in that place" in this instance, so do not confuse it with the instance of "here", which does mean "in this place". Hence: "There were too many tourists here in summer" actually means the same as.

Since most people seem to find it acceptable, there’s a chance it will become standard English (aaargh!) but, as it makes the speaker sound less intelligent, couldn’t we who are knowledgeable agree to gravitate toward the more correct phrase?
