When a Chief Petty Officer in the United States Navy and who is also an engineer is murdered, the OSP team investigative but can't seem to find a motive whatsoever. However, they soon get a huge surprise when NCIS Forensic Abby Sciuto arrives from Washington D.C. with news that the killing could be connected to a serial killer known as the Phantom.
It's revealed that the structure of the OSP bullpen has been changed.The majority of the OSP team meet Abby Sciuto in person for the first time.It's revealed that Eric knows sign language and that he has been learning it since he was seven years old.It's also revealed that Callen is the Supervisory Special Agent (SSA) of the team.The name "Random on Purpose" refers to the manner in which the Phantom kills, which Abby herself refers to as "random on purpose".
