After chasing after a couple of robbers, Starsky ends up shooting one of the robbers who is 16 years old. After the courts rule out that it was an act of self-defense, a crazed ex-con wants to see Starsky resign. If his demands are not met, then he will start killing the men and women of law enforcement within Bay City. Now it's up to the two cops ...
