They put a casting call out to people to play the character and interviewed several disabled actors, but Colton Dunn really embodied the character.

When I first watched Superstore I didn’t realize Colton Dunn was also the animal control guy in P&R. I assumed he was disabled in real life and that’s why his character was in a wheelchair. I spit my drink out on a P&R rewatch when I recognized him and he was walking.
Colton Dunn was already a pretty established comical actor and these kind of shows heavily rely on the delivery and such. Sure, it would've been great if they managed to find someone on the level of Colton while being a real disabled person, but in the end I guess what truly mattered was they acting talent above else
