Ginger Kay Croom Beebe was born in Little Rock, Pulaski County, Arkansas, on September 3, 1949. Adopted at the age of four, she was raised in Searcy, White County, Arkansas. Beebe attended the University of Central Arkansas. With her husband, Mike Beebe, she raised three children.
