They basically used it as an excuse to write out anything from Season 4 that they didn't want in the show moving forward. It's not a common term, it was just a throwaway joke explanation for why people acted out-of-character while Harmon wasn't running the show.
The storyline explanation was that because there was a literal gas leak in the building, everything that happened in season 4 did happen as far as the shows continuity went, but they all realized how weird it was compared to how situations and behaviors were before and after and that was the explanation for it.
The season marked the departure of showrunner Dan Harmon, replaced by Moses Port and David Guarascio, and overall received mixed reviews from critics. In the series's fifth season, Harmon returned as showrunner, and the fourth season was referred to retroactively in the series' continuity as "the gas-leak year."
