Instinct is an ability. While active, it allows the player to: Dodge incoming attacks from enemies. See enemies/players through solid surfaces or anywhere in range. See enemies/players from a distance (distance increases with the amount of XP you have on Instinct).
The Hungry Man Quest is a quest involving the Hungry Man NPC which allows the player to upgrade their Instinct ability to Instinct V2. The player has to be Lv. 1800+. The player has to have completed the Citizen quest.
