NYNEX had grown from 36,000 cellular subscribers in 1985 to 213,000 in 1989, and its system was becoming overloaded. In August 1990 NYNEX Mobile Communications announced plans to build an ambitious new cellular system that would service 10 to 20 times as many subscribers as the system then in place.
