The summoned Rashōmon is based off the main gate of old Kyōto with the demonic face inspired by the legend that Kyōto's Rashōmon was the home of an oni named Ibaraki-dōji. In some Naruto video games, this technique is used offensively, the gate being summoned directly beneath the target.
The only explanation I can find is from the 4th databook. That describes the Rashomon as "A demonic gate that nobody can pass through and protects the realm of the dead". Considering Reaper Death Seal summons the Shinigami, there's a solid chance that description is meant literally.

He got his hands back much later during the war. But when he was fighting 4 tails Naruto at the beginning of Shippuden, he summoned three Rashomon.
