1. No, they are not one of the components of the Armed Forces. They are a state defense force. The military is the military. And UCMJ applies to people on title 10 orders. Not the national guard, not the non-drilling reservists, and certainly not state defense forces.
They exist primarily for emergency management, augmenting the NG, and as a backup as the state government sees fit. There is a basic training of sorts, at least in Texas. Basic Orientation Training (BOT) is a 4 day drill that covers basic military orientation and prep for service in the State Guard and it's particular missions.
