However this is for relatively simple kmls, without too many features and without background images. It may then be a simple matter to have a link from your webpage to the url of the kml.

If you just want to display a map, you can use the Google Maps Embed API which are free with unlimited usage. From the sounds of it though you'll need to use the JavaScript API so you can write some JS that will pull out some coords for where the user has selected.
