Part of the culture of Simple English Wikipedia is to disallow WikiProjects, and I think that has led to a lack of community organization and collaboration. The last deletion discussion from August 2018 is at meta:Proposals for closing projects/Closure of Simple English Wikipedia (3). I would vote close again.
