The Naval Submarine League Distinguished Submariner Award recognizes the personal contributions of submarine qualified individuals, officer or enlisted. This award was originally established in 1983 as the Submarine Hero Award, and renamed in 2000 as the Distinguished Submariner Award.
The Naval Submarine League DISTINGUISHED CIVILIAN AWARD for Significant Contribution to the Submarine Force is presented to CAPT Carl H. Oosterman, USN (Ret) For meritorious service as Program Manager for Advanced Submarines and Facilities.
The HoF Program and those submarines nominated are wholly conceived, voted upon, and approved, by members of the Hampton Roads Base of the USSVI.org. Formal recognition of the successful candidate boat is provided by the Submarine Learning Facility in Norfolk VA.
The Neptune Award was approved and promulgated by OPNAV Instruction in February 1979 as a means of honoring “all those individuals who have sacrificed so much in years of continued performance of duty in the strategic Submarine Force”.
Despite the inherent risk and challenges involved, submarine force and Naval Special Warfare leaders have challenged us at the SUB SOF Center of Excellence in Hawaii to look for innovative ways to expand the SUB SOF capability and sustain a ready warfighting advantage.

The Naval Submarine League has, over the years, developed an active awards program to recognize outstanding performance by members of the greater submarine community. In addition, during this past year, the League has initiated a grant program aimed at reaching beyond our own community through assistance to education and exposition.
