You can get your max boss HP via /attribute @e[type=wither_skeleton,tag=boss,limit=1] generic.max_health base get (I'm don't think you have to set the maximum bossbar value for mobs with default max health values, but if your bossbar is not updating correctly, then you might have to do just that.)
