The PCM/EEC relay is what powers up most of the engine control systems in the car - solenoids, the control side of relays, the injectors, etc. You know real quick if you lost it. Since it's housed inside the CCRM, if it fails, generally one replaces the entire CCRM (it's just a very expensive box of SPST relays).
