Was he being tortured in other methods before, and Snow didn't start the actual hijacking until later on (probably to make sure he was already weakened?) The answer is probably somewhere in the book but I couldn't find the answer just from skimming.

General torture definitely started after the first propo, but I don't think they started the hijacking torture until after the second propo. Right before Peeta warns district 13 in the third propo, Katniss says it looks like Peeta is fighting something within him.

Katniss kisses hijacked Peeta. In Mockingjay, Peeta is gone for a portion of the beginning until about halfway through the book, in which he is only shown being interviewed. Shortly after the last interview, he advises Katniss to think for herself and not trust the rebels.
