Hugo Stein, a Cincinnati tailor who chaired the Board of Styles for the National Cloak, Suit and Skirtmakers’ Association, announced to the group’s national convention in Chicago that “practical” styles would predominate for the next season. Apparently, “practical” meant the harem skirt.
