Dozens of U.S. lawmakers boycotted his speech. Democratic Representative Rashida Tlaib, who is Palestinian, sat in the gallery holding a sign declaring Netanyahu a war criminal. And the protests outside echoed the pressure the Israeli leader faces at home. Israelis for months have been demanding that he resign. Others are urging him to secure the release of more than 100 captives still believed held in Gaza. Ahead of his visit to Washington, families of the hostages pressed the prime minister to stay and work toward a potential cease-fire that would see their release. Netanyahu told U.S. lawmakers talks were underway at the moment that could lead to a breakthrough... As we speak, we're actively engaged in intensive efforts to secure their release, and I'm confident that these efforts can succeed. Some of them are taking place right now." And he also described his endgame after fighting had concluded. "Gaza should have a civilian administration run by Palestinians who do not seek to destroy Israel. That's not too much to ask." A senior Hamas official said Netanyahu's speech showed the prime minister did not intend to clinch a ceasefire deal. Netanyahu is scheduled to meet with Biden this trip, as well as with Republican presidential candidate Donald Trump.

The strains are visible in Jenin, where Israel has long targeted Palestinian militants and has stepped up operations since October. Mahmoud Abu Talal is a local activist in Abbas' Fatah faction. "A lot of penalties have been imposed on the (Palestinian) Authority. The Authority's situation is like it has fallen off a plane nowadays, I am being straight forward here, the PA is taking a beating, just like the people. And God knows if it will be able to withstand this or what. The coming phase is uncertain." The salaries and services provided by the PA once helped keep Abbas and his Fatah faction relevant, despite Israeli settlement expansion in the West Bank... :: Hamas military wing :: Given as Gaza City, Gaza ...and the challenge of militant groups like Hamas. Government employees are being paid a fraction of their salaries. Health services are collapsing. Donor states have cut back funding, demanding reforms to tackle corruption and waste. Israel, whose military controls the West Bank, collects taxes on goods that pass through it into the occupied territory, and it's supposed to hand them over to the PA. But since Hamas attacked southern Israel in October, Israel has withheld a chunk of those tax revenues... ...to the tune of $1.6 billion, according to Mohammad Abu Rub, a PA spokesperson. "The financial crisis is real and ongoing. Israel deducts around two-thirds of the revenue, and this puts all the government plans on hold, and increases public debt for the Palestinian public's finances. Israel continues to withhold more than 6 billion shekels from the Palestinian government." Israel denied it had retained that amount. It says the funds would be sent to Gaza and end up in Hamas hands. Prime Minister Benjamin Netanyahu's office did not answer questions for this article. The United States has urged Israel to release the funds. At this government clinic in Jenin, Hayat Hamdan hoped to find subsidized medication for her wheelchair-bound husband. But cuts to PA salaries mean staff at such clinics only show up a couple of days a week, according to unions. And many of the pharmacy shelves are empty. HAYAT HAMDAN: "They told me it is out of stock, just like many other types of medicines. We are from Arraba, and there we don't find the medicine for patients, we end up having to buy them at our own expense." :: July 5, 2023 Last year, angry crowds confronted senior Palestinian Authority officials, accusing them of weakness in the face of Israeli military raids... ...as militant fighters paraded in the streets. The Palestinian Authority last held parliamentary elections 18 years ago and many Palestinians view it as corrupt.
