Policies. One of our most popular parks overlooking the beach and harbor, Shoreline Park features a playground for two- to five-year-olds, large grassy areas, walking paths, views of the Channel Islands, whale watching area, a stairway to the beach, and reservable picnic areas.
This is a great park for walking, skating and playing Frisbee. Follow the narrow wooden stairs to the beach below and discover a local secret - a beach and tidal pool area (when the tide is low) that is both private and beautiful. You will often see three dolphins skimming the surface off this park. (It's almost always three of them!)
The wooden stairs to the beach are near the center of Shoreline Park. The beach is covered with water at high tide. From the bottom of the stairs you can walk on the sand right/west Thousand Steps Beach which is also narrow.
There is beach access through Torii Gate that takes you down Shoreline Park Staircase to the beach below. Exit the park out the eastside of the park and there’s a walkway down to Leadbetter beach below. There are two parking lots in the park, and plenty of parking on nearby neighborhood streets.

When you reach the stairway ascending to the end of Santa Cruz Boulevard at 1⅞ miles, the bluff is about 60 feet high. At high tide you'll probably need to climb these stairs, known as One Thousand Steps, and walk Shoreline Drive east, then continue east on the paths of Shoreline Park.
