It's no secret Marvel has held them back intentionally. Disney now has the film rights from Fox. This was the biggest reason the X-Men have been down played for so long. The MCU is primed for its next phase, but its most popular stars (RDJ, Evans, Hemsworth) have been around for 10 years and likely looking to move on.
