Federal troops first occupied Fredericksburg in the sping of 1862 and their commander, Maj. Gen. Irvin McDowell, was the first of a series of Northern officers to establish his headquarters at the Lacy House.
Its use as a Union headquarters and later a hospital during the Civil War ties it to events of national importance, as well. The gardens at Chatham Manor are significant as a landscape designed by noted early female landscape architect, Ellen Biddle Shipman.
