     With your diagram, each row is essentially a layer. But as @beaker states it is not the best way to visualize a neural network.

     Taking an image from here will help make this clear.

     Layer is a general term that applies to a collection of 'nodes' operating together at a specific depth within a neural network.

     The input layer is contains your raw data (you can think of each variable as a 'node').

     The hidden layer(s) are where the black magic happens in neural networks. Each layer is trying to learn different aspects about the data by minimizing an error/cost function. The most intuitive way to understand these layers is in the context of 'image recognition' such as a face. The first layer may learn edge detection, the second may detect eyes, third a nose, etc. This is not exactly what is happening but the idea is to break the problem up in to components that different levels of abstraction can piece together much like our own brains work (hence the name 'neural networks').

     The output layer is the simplest, usually consisting of a single output for classification problems. Although it is a single 'node' it is still considered a layer in a neural network as it could contain multiple nodes.

     A translation unit is for all intents and purposes a file (.c/.cpp), after it's finished including all of the header files.

     A hard question to answer definitively. The C++ standard states:

     The text of the program is kept in units called source files in this International Standard. A source file together with all the headers (17.4.1.2) and source files included (16.2) via the preprocessing directive #include, less any source lines skipped by any of the conditional inclusion (16.1) preprocessing directives, is called a translation unit. [Note: a C++ program need not all be translated at the same time. ]

     So for most intents and purposes a translation unit is a single C++ source file and the header or other files it includes via the preprocessor #include mechanism.

     Regarding your other questions:

     You can't not use it - translation units are the basis of a C++ program.

     It would be acceptable to create a utils or services directory and group related API calls. However it is important to remember that with async requests you need to consider the components calling the api service utils might un-mount. This might result in warnings or errors if not handled properly. A possible way to handle this might be to only execute callback functions if component is still mounted tracked via a state variable in a useEffect hook.

     A more modern react approach might be to leverage hooks and react context for data handling. You could create a DataContext with a useReducer hook to fetch or push data for example. (see https://reactjs.org/docs/context.html)

     I find the previous answers here a bit overcomplicated - a projection layer is just a simple matrix multiplication, or in the context of NN, a regular/dense/linear layer, without the non-linear activation in the end (sigmoid/tanh/relu/etc.) The idea is to project the (e.g.) 100K-dimensions discrete vector into a 600-dimensions continuous vector (I chose the numbers here randomly, "your mileage may vary"). The exact matrix parameters are learned through the training process.

     What happens before/after already depends on the model and context, and is not what OP asks.

     (In practice you wouldn't even bother with the matrix multiplication (as you are multiplying a 1-hot vector which has 1 for the word index and 0's everywhere else), and would treat the trained matrix as a lookout table (i.e. the 6257th word in the corpus = the 6257th row/column (depends how you define it) in the projection matrix).)
