     I don't think there is a simple way, because this question doesn't make much sense. There are at least three ways to interpret this question :

     • If you want to upload a file with Python acting as a web-browser onto a remote server, one of the easiest ways is to use the requests library.
     • If you want to upload a file from a web browser, which Python is controlling, onto a remote server, then you could use the selenium library to drive a firefox browser.
     • If you want to upload a file with a web browser onto a remote server that is running Python, there is no "simple" way to do it. Python doesn't have the "it just runs" integration with apache like PHP does. While there are some open source projects for getting Python to work in Apache, most people opt to run their Python code either as it's own daemon or through some sort of WSGI server or proxy.

     The simpler ways to handle #3-

     • The easiest way to do web stuff is web.py. Its very simple and limited.
     • If you're willing to do a bit more work, there are micro-frameworks like flask and bottle
     • There's another tier of minimalist frameworks, which contain pyramid, tornado, twisted, cherrypy and more. they tend to be very powerful, but don't make any decisions for you. Someone posted this link the other day comparing a few - http://codecondo.com/14-minimal-web-frameworks-for-python/
     • Finally you have full-fledged frameworks like django , turbogears, web2py, which make a lot of decisions for you.

     Generally speaking, each framework deals with the GET/POST data from the request differently. While the cgi package is often wrapped, there's no real consensus on which library should be used to handle file uploads. A lot of frameworks seem to integrate webob to handle that stuff in a WSGI stack.

     Some simple ways to get python up and running:

     • most frameworks will offer a lightweight daemon for testing or low-load conditions. you can just run it as-is off the commandline , and it will bind to a high port (like 8080)
     • you can have Apache/IIS proxy requests to the higher port if you don't want to hit it directly
     • you can use something like gunicorn, uwsgi, eventlet, or probably 12+ other libraries to run the uwsgi environment.

     personally, I do this

     • nginx on port 80
     • development - proxypass to the script's test-daemon, running on higher port ( for Pyramid/Pylons that is paster, for web.py it's just the commandline )
     • production - run via uwsgi

     It's something that most of us wouldn't use very often, but it was useful in the past when we used dial-up modems (and especially for those of us who had time limited plans). You could connect to the internet, go to a website, quickly browse through everything you thought could be useful, disconnect, go to offline mode and then browse through the site as though you were connected (for everything was cached).

     I didn't realise browsers still had them (I can't remember the last time I went to the File menu in Firefox though).

     I think it's something from the old days, where connections were mostly dial-up (read: slow, and not always connected), and browsers relied on caching material off-line, so if you're not connected, you'd see the cached version in an off-line mode.

     I guess it still applies to countries that still don't have DSL everywhere.

     You might use it to find out what happens to people who are using your web application if their internet connection is flaky or drops out. You can also use it if you're only interested in accessing local files, not websites.

     Firstly, I suggest you don't worry about this issue. There is AMPLE room to serialize tons of identifiers to.

     Secondly it's not stored by web-server but by web-domain — e.g., www.google.com and not the 100's of different physical servers that serve the Google domain.

     Thirdly if you do have to worry know that there are two possible cookie headers. The sizes of these cookie headers are determined by the browser software limits.

     Design Discussion

     What you don't want to use the cookie header for is sending details about a client's session. E.g., don't try to stuff the email a client is typing into a cookie if you are building an email front-end. Instead you would send the client a cookie that represents his identity+session: you store all sessions data against this identity. You can store tens of identifiers (4–16 bytes) per cookie header and no one needs more than say 4 of these. The cookies data (as an integer) tends to be encoded to base64 which increases the byte-count.

     Performance

     Your browser sends a plethora of headers to a web-server. The cookie is just another 100-1000 bytes (mostly closer to 100). At both extremes it takes only a fraction of time to send these to the web-server — when placed into context of course. You should keep in mind that the web is built on text based protocols.

     I think it's something from the old days, where connections were mostly dial-up (read: slow, and not always connected), and browsers relied on caching material off-line, so if you're not connected, you'd see the cached version in an off-line mode.
