Paula Hill is the former classmate and ex-girlfriend of the late Joe Reagan and the mother of their son NYPD Detective Joseph Hill.
Paula met Joe at the Police Academy, when they were younger. They had a brief relationship, which resulted in Paula becoming pregnant with Joe's child. Paula knew that if she told Joe about her pregnancy, he would insist on them getting married and raising their son. As a result, she never told Joe the truth. Joe's father Frank Reagan wanted her to continue her police training, but she refused. Paula subsequently gave birth to a son, named Joe who she raised as a single mother.
Years later, when her son Joe wanted to learn who his father was, which is why he did DNA testing. She revealed the truth to Frank in an effort to get her son assigned to a less dangerous precinct, because of what happened to his father. She was invited to Family Dinner, which she later declined. Later, she and Joe were at the Reagan family dinner, before the truth about Joe's paternity and connection to the Reagans was revealed to the press.
