     So after trying all kind of things, I went with into looking source code of chromium browser and discovered for some reason request throttling is enabled by default on installing service worker and that too to max 3 requests.

     That throttling is causing in our case request go into stalled state and stuck on trying to install state and eventually ended up with redundant error.

     There is no flag available to disable the throttling so I decided to use cache.add instead of cache.addAll with handling all the promises and voila it works. Seems this way max concurrent request are not hit and installation can continue.

     Can’t report bug on chromium but hopefully some project member can look into it and at least even if they throttle, make it recoverable.

     Hope this help others for time being.

     Update

     The folks at Chromium figured out it was the MIME content type header: https://bugs.chromium.org/p/chromium/issues/detail?id=1292379#c17

     In nginx I changed the header from :

     • content-type: application/javascript; charset=utf-8

     to

     • content-type: application/javascript

     Now it works!

     Original Answer

     When registering the service worker, I set the type as module. Apparently it means "crash when restarted" in Chrome.

     Apparently Chrome does not seem to support module type service workers, when I checked the support table, there seemed to be good support.

     Does not that mean simply that your Gemfile/Gemfile.lock in heroku are out of sync? If bundle install modifies Gemfile.lock, you should commit that and then push to heroku.

     Another problem could be too old bundler. gem update bundler ; bundle install would fix that problem, if that's an issue.

     ...implies that the ChromeDriver v80.0 was unable to initiate/spawn a new Browsing Context with in Docker image for Chrome (80.0).

     As per the discussion WebDriver 80.0.3987.16 can't open Chrome on Linux @triciac mentioned that, the implementation of ChromeDriver v80.0 looks for Chrome in the following order:

     • locations->push_back(base::FilePath("/usr/local/sbin"));
     • locations->push_back(base::FilePath("/usr/local/bin"));
     • locations->push_back(base::FilePath("/usr/sbin"));
     • locations->push_back(base::FilePath("/usr/bin"));
     • locations->push_back(base::FilePath("/sbin"));
     • locations->push_back(base::FilePath("/bin"));
     • locations->push_back(base::FilePath("/opt/google/chrome")); // last try with the default installation location.

     @johnchen confirmed that, the binary search order on Linux was accidentally changed by r708243, which was intended to make it easier to configure the name of the Chrome binary, but accidentally changed the search order as well.

     ChromeDriver team have updated ChromeDriver to fix this issue through this revision / commit.

     Solution

     The above mentioned solution is available with:

     • ChromeDriver v80.0.3987.106
     • ChromeDriver v81.0.4044.20

     Interim solution

     If your service relies on assemblies being installed into the GAC, you won't be able to start it using ServiceControl. GAC'd assemblies aren't present until the install is committed, which is too late for ServiceControl to work.
