Basically, this removes the annoying blacked out windows which sometimes get applied to cars when you replace them. This does not change every vehicle, only emergency service vehicles (plus a few others). It actually helps brighten and emphasize emergency lights I highly recommend. I use VisualV and Custom Visuals 3.5.0 by Techengage off of the LCPDFR website. I have found that combination to be the best for bright lights during the daytime, and good quality bright lights at night that don't blind you.
