The court hears oral arguments in both its Lakeland and Tampa courtrooms. Periodically, the court also hears oral arguments in county courthouses in various counties within the district. Originally there were three judges in the Second District. There are now 14 judges on the court.
Robert Morris has served as an appellate judge on the Second District Court of Appeal since 2009, and previously as chief judge. Before that, he was the chief judge of the Sixth Judicial Circuit (Pinellas/Pasco) where he had served as a trial judge since 1997.

The governor must appoint a judge from this list. Newly appointed judges serve for at least one year, after which they appear in a yes-no retention election held during the next general election. If retained, judges serve six-year terms.
