Lord Randolph Henry Spencer-Churchill (13 February 1849 – 24 January 1895) was a British aristocrat and politician. Churchill was a Tory radical and coined the term 'Tory democracy'. He participated in the creation of the National Union of the Conservative Party. He became Secretary of State for India, and later was Chancellor of the Exchequer. As Chancellor, he attracted both admiration and criticism across the political spectrum. Wikipedia
