Vengeance, who’s face is most exposed of the three. In order to enact judgement, all three faces must agree on how to intervene and if necessary.
The Spectre is wildly inconsistent, which is why this should go to the Living Tribunal, who is much more consistent. In theory, both are second only to the God of their respective universes, but the Tribunal has never toyed with mortal connections.
