Council Bluffs is a city in and the county seat of Pottawattamie County, Iowa, United States. Its population was 62,799 as of the 2020 census, making it the state's tenth most populous city, and the most populous city in Southwest Iowa.

Council Bluffs opened the Squirrel Cage jail in 1867 and completed the construction of a two-story Courthouse the following year in 1868. In 1870, Iowa School for the Deaf opened its doors in Council Bluffs. The first Council Bluffs fire department was formed in 1883.
Council Bluffs, city, seat (1851) of Pottawattamie county, southwestern Iowa, U.S., on the Missouri River across from Omaha, Nebraska. The Lewis and Clark Expedition passed there in 1804 and held consultations with the Oto and Missouri Indians at a place called Council Hill or Council Bluff; a monument commemorates this meeting.
