Fresco, with his partner Roxanne Meadows, founded The Venus Project in 1985 and supported it in the 1990s through freelance inventing, industrial engineering, conventional architectural modeling, and invention consultations.
According to The New York Times, initially, they supported the project by selling books and lecture videos. In 1980, Fresco, established a research center to experiment on resource-based economy and later named it "The Venus Project" after the town of Venus, Florida.
During this time Fresco refined the bulk of the ideas that he would later present as The Venus Project. Fresco’s visionary concepts were responsive to the era’s energy, materials, and global population, and offered a pragmatic response to socio-economic realities.
In 1971, Fresco founded Sociocyberneeing, a not-for-profit organization, and in 1995 co-founded the culmination of his lifework, The Venus Project. Starting in 1980, together with his associate Roxanne Meadows, they constructed ten buildings based on his designs, establishing a twenty-one acre center in Venus, Florida.
