Alan Wake 2 was probably the scariest horror game I've ever played, and I've loved survival horror since the OG Silent Hill came out. The way the shadow people moved and sounded (especially with headphones), and the way you had no clue which one would attack was nuts.
Although Alan Wake is superior in almost all things, the most scariest games I ever played are RE7 and Alien Isolation, which are amazing game as well.

"Horror" implies that the game was made to scare you or that it has many things that are scary. In my opinion, I dont think alan wake is scary, especially if you play it more than once. The "on the edge of your seat" feeling is more akin to thriller than horror in this case.
