But when he actually makes it up the chain of command and ends up one of the most powerful men in the empire he does jack shit. Nothing. All Suzaku leaves behind is a huge kill count for he greater good without ever having any actual plan to make that greater good happen.
Unfortunately a good portion of the fandom has this mentality that if the character is not Lelouch then they are not allowed to make mistakes, make the wrong choice or go against Lelouch in any way. One of the main reason I like Suzaku is actually his hypocrisy.

Suzaku was nice, but not a good choice maker. Suzaku is 1 of the show's best written characters, because of his interesting plot lines. However his personality traits aren't as interesting as some characters including Lloyd and the villains.

A few more lashes to him while explaining they're for the Lelouch Nunnally phone call scene, for taking over other countries for Britannia, and for erasing Lelouch's memories. Hey I don't hate Suzaku but he needed to be called out for those things. This scene and him bombing those millions of people were appropriate punishments.
