Flake her again after agreeing. -Get the third character but this time, agree and actually show up. You'll get the first idol.

This was changed in Definitive. She carries the second one on her and you need to kill her to get it. You probably did the exploit that allows all your party members to get all the rewards at once, but it is a bug. The intended mechanism allows for 2 Idols max, one as quest reward and another by stealing from her.
