On paper, it's such a brilliant idea that Lionel starts on the path of redemption just as soon as Lex starts digging his way to hell. But it was done unevenly, hence why the OP is asking when Lionel officially started going good.
Lex was always evil. Whether you want to blame Lionel for it, his mother (She wasn't a saint), the death of his brother or just fate, he was always destined to be evil and had evil in him from birth. However he was groomed by Lionel to be cunning and manipulative.
Their friendship crumbled completely by Season 5, and Lex was set on the road to evil. He would use and abuse people with meteor powers, just as his father would do, and he eventually murdered Lionel when he refused to reveal the identity of The Traveler (Clark) to him.
