The centerpiece of this shift was a massive new program commonly known as the 985 Project, whose specific goal was to improve the global standing of a select group of Chinese universities. Given the ambitious goals, enormous size, and global implications of this effort, this paper examines the program’s results.

After being selected as the DWC Project, member universities saw an increase in their annual appropriation budget by 31.21 per cent from 2017 to 2020 (Cingta 2020 ).

Project 211 (Chinese: 211工程) was a higher education development and sponsorship scheme of the Chinese central government for preparing approximately 100 universities for the 21st century, initiated in November 1995. There were 115 universities and colleges selected to be part of this program.
