Normal in December. They pay out on the last business day of the month (and of the year) for tax and accounting reasons. Pretty typical of a lot of these to do an end of month distribution in December since it's also the capital gains distribution month for MFs as well. Just year end accounting things.
Everything you said is mostly correct except money market funds settle in T+1. Stocks, bonds, ETFs and most other things settle in T+2. That's how you're able to buy a stock and then sell SWVXX to cover it same-day. SWVXX will settle tomorrow, and the stock buy will settle in two days.
