Reaper is actually free and good. I don't think Fl and Ableton are free. Mpc beats software is a cool way to start. You can use it as a VST within Ableton down the line as well. If you buy a mpc one, the software is free. Fruity Loops was the one I started with. It's pretty straightforward software.

There are many great options. Vital, surge or odin2 are really good synths. Native Instruments has kopmplete start which is also free and has a bunch of sampled instruments. But when I started out there were some free sample based vsts like 4frontpiano which also did the job (kinda).

Its free, open source and its a tracker which is the basis for that style. Also milky tracker is more simplified version that uses a similar tracking language. You can create wave shapes or upload samples then you just track everything out and program the score.
Cakewalk by Bandlabs (f.k.a. Cakewalk Sonar) is absolutely free and it’s still active. Akai has a free software. I think it's called MPC studio. It is similar to the modern MPC s. Garageband if you have Apple products. Lots of albums have been made with it.
