Flowey is a self-aware entity, fully aware of the fact that he is a "character" in a "game" and even has some control over the game's mechanics. He isn't necessarily that hard. The thing is, by bullet hell standards, he absolutely is the hardest boss, perhaps more so than genocide Sans. Trying to defeat Photoshop Flowey without taking any damage at all, will prove to be near-impossible. The thing that makes the fight so easy, is the fact that you get constantly healed.
