I've never seen the Queen at Windsor Castle but I've seen Prince Philip a couple of times at the farm shop. As an American its maybe worth taking the local bus to the Bells of Ouzely pub at Old Windsor. Old Windsor is home to the other Queen of England, Elton John but 5 minutes from the pub is Runnymede.

When at the castle, be sure to see the state rooms while listening to the audio guide.
