Under the Home Rule government, however, Congress reviews all legislation passed by the Council before it can become law and retains authority over the District’s budget. Also, the President appoints the District’s judges, and the District still has no voting representation in Congress.
Washington, D.C., residents are, on the federal level, politically disenfranchised since the city's residents do not have voting representation in Congress; the city's residents elect a single at-large congressional delegate to the U.S. House of Representatives who has no voting authority.
