I click on a move, and the annotation symbol palette pops up, but when I select one of the symbols (eg. ! or ?), it does not appear in the notation.

You can make at symbol with ALT code. There is a special code for every special character. Remember that the ALT code is 064 for the “at” sign. Hold down the Alt key on your keyboard. While holding down the Alt key, type 064 on the numeric keypad on your keyboard. Release the Alt key, and the @ symbol should appear!
