She was the daughter of John Alfred Collier and Clara Emma (Birdwell) Collier and was reportedly named Johnnie because her father wanted a son.

Miller had her uncredited screen debut in the 1934 film Anne of the Green Gables. She had a few more small uncredited appearances before appearing as herself in the 1937 film New Faces of 1937 alongside Ball as well as up-and-coming Hollywood stars Ginger Rogers and Katherine Hepburn.
Miller's looks and fast tapping (she claimed the record of 500 taps a minute) earned her jobs in vaudeville and night clubs when she first came to Hollywood. She adopted the stage name of Anne Miller. Her early film career included working as a child extra in films and as a chorus girl in a minor musical, "The Devil on Horseback."
