I personally prefer the chronological order because that way you follow 0 Okabe's path. I think he's the real protagonist, he's the one who made it possible for the last version of Okabe to reach Steins;Gate, sacrificing everything along the way.
It's not complicated. If you plan to only watch the SG anime, then just start with Steins;Gate, then you can watch the sequel special and the movie afterwards, you can watch Steins;Gate 0 anytime after finishing the main series (before SG 0, it's recommended to watch the missing link OVA too).
This is the watch order for the best experience, or else Steins;Gate 0 ending will be kinda out-of-place. Follow if you want the story to seems more chronological, it ties up everything neatly. Yep, as the rest of the comments say, release order is the way to go. Watch Steins;Gate, then Steins;Gate Episode 23b after finishing it (because the S;G0 anime doesn't have the 'prologue' of S;G0), then watch S;G0. Oh, and you can watch the OVA and movie at any time after the original S;G, order doesn't matter for those.
