As expected, I could edit the workbook online once the feature was removed. Question 1: Why could the owner still edit but the other person with edit access couldn't?
As you mentioned, Excel for Web does not have the options for changing margins or printing row, etc. For now, it only supports setting the Print area, Paper Size, Orientation, and Scaling options. In the next window, rename the editable workbook as same as the original one and choose replace the existing file.
