Yes, the overhead shots of Central City are Portland. On the rare occasion they film exterior shots closeups of STAR Labs, they use the BC Place in Vancouver. Weirdly, this season BC Place also played the role of Central City's Shark Stadium. It's Portland Oregon. Nice place if you like rain and awful drivers.
